Low beam headlight not working on one side

The Driver Side headlight went out. High beam works fine but not the low beam. Initially thought the light was burnt out so I replaced it with a new one… Next I checked the fuse box. I replaced both the 15 and the 10 amp fuses for the H/L Hi/L and and H/L Hi/R. Still nothing.
